We are a local company based in Afghanistan. We want to apply for a government bid that released an RFP for a website design. This website needs to be designed following the TOR. Our company requests all eligible bidders to form a joint venture with us and submit Expression of Interest.

Subject: Design and development of NPI website.
3. Objective:
The ABC seeks a consultant with competent skills and expertise to design and develop a website for the National Procurement Institute that offers a visible web presence and to improve information dissemination and transparency regarding various NPI activities. The website will be used as a tool to promote the activities of the NPI, by providing timely information on NPI’s remit, staff, training courses and reports for the public. Therefore, it must be well structured, attractive, dynamic and engaging with proper social media integration.
4. Needs Analysis:
The technical consultant shall hold the responsibility to design and develop the website in close coordination with NPA/ NPI teams and conducts a thorough needs assessment.
5. Features of Website: The website should have the following elements and functionalities:
1. Clear catalogs & folders attractive page layout, easy to use, update and maintain flexible navigation & search function; in-site search field displayed across all pages.
2. Develop a general search functionality for the website.
3. The website should develop as dynamic and use open source database as a repository.
4. The website must have an option to show number of visitors visited the website, likes and comments;
5. Point them to appropriate links and social Media Channels.
6. Provide access to NPI's eLearning platform.
7. Share news items and training announcements.
8. Share NPI Training Policies.
9. Display of NPA/ NPI names, logos, slogan, pictures, news sections and announcements etc. on home page.
10. Provide a login page and access to download materials available on website.
11. The website should also provide facility for members, where they can access member-specific content and their membership details, and where they can communicate with each other.
12. Should have language options feature (Dari, Pashto and English)
13. The website should function as a resource library that should also accommodate digital resources. It is important that users be able to easily explore the library. With this aim in mind, an effective search function must be developed.
14. Provide access to e-library/ eBooks, e-journals, databases and (external websites)
15. The website should be capable of hosting discussion or allowing users to make comment regarding any report published on the website; integrate a commenting system for content;
16. Video embedded on home page (streaming from YouTube).
17. NPI organizes many events, such as conferences, webinars and training session. This requires an online registration and feedback (evaluation) system. The system has to be linked with the database.
18. The website should have Content Management System (CMS).
19. Provide access to NPI’s registration and evaluation forms to students; the registration and evaluation processes should be made available online.
20. Tell users how to contact the NPI; include a ‘contact us’ form;
21. Include a preview mode for draft posts that can be shared.
22. The website must be based on a popular content management system (e.g. WordPress, Drupal, Angular and PHP.) and staff should be able to modify the layout.
23. Grant administrator rights to the NPA so the staff has full control of the dedicated server, website’s design, modules, plugins and content.
24. Optimize site for low-bandwidth users;
25. Develop a user manual/ guideline and deliver a presentation to the support staff and system administrators to perform content upload, system maintenance and administration;
26. Enable admins to categorize content using keywords (tags) and predefined categories that can be edited by admins;
27. Able to display appropriately on different browsers; the site must be compatible with Firefox, Safari, Opera, Chrome, Internet Explorer and Edge.
28. Adaptive/Responsive or is capable of displaying on cross-platform/devices ranging from wider screens to smaller screen such as tablet and mobile phone.
29. Provide support to ensure seamless communications and integration between the website and the database;
30. The website should be hosted to NPA’s dedicated server.

7. Team Composition & Qualification Requirements for the Key Experts:
I. Required Qualifications of the Firm:
a) Firm Capability: The firm should have at least 5 years’ experience in design & developing similar website, a good track record and needs to be legally registered in eligible countries.
b) The Consultant shall demonstrate having sound financial standing by submitting audited financial reports or any other credible financial documents for the last three years (2018, 2019 and 2020) where the consultant’s turnover for any of the last three should be USD 15,000.
c) Have completed at least one similar contract with value of USD 12,000 in any of the last five years. please provide copy of previous similar contract and business registration in proposal.
The requirements for Consultants who intends to associate with other firm(s) in the form of a Joint Venture (JV) or sub-consultancy to enhance their qualifications are indicated as under:
I. The lead partner is required to be identified clearly and state the composition and nature of their association (JV/ sub-consultant) in their EOI. In case of JV, the following minimum requirements shall be fulfilled:
a) When fulfilling the above minimum requirements, in aggregate, the lead member and JV partner(s) shall meet at least 100% of the short listing criteria referred to above. In

the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
II. Staff Capability:
The firm should have high quality professional website designer and developers to develop NPI website using modern technologies and latest responsive techniques.
 Web graphics designer:
Web graphics designer to design an attractive website that best demonstrates the message NPI wants the public to see and implements a website layout that is visually appeasing. Having minimum Bachelor degree in computer science, information technology or graphics designing with 3 years’ experience in relevant field.
 Web Developers: A Web Developer must have experience in the planning and the delivery of web applications across multiple platforms. Following are the required skills. a. Writing efficient code. b. Creating websites/a website using standard HTML, CSS, bootstrap, WordPress, Angular and PHP practices. c. Working closely with web designer to produce the website. d. Expert in modern website development techniques. e. Minimum Bachelor degree in computer science or information technology and 3 years’ experience in website development.

8. Reporting Requirements and Time Schedule for Deliverables
 Inception Report: Report on the initial assessment of needs and work plan for the website design and development at the end of the 2nd week of the assignment. It should include analysis methodologies design, structure and features and time schedule of the website development and will also deliver a presentation on this accordingly.
 A Mid Term Report: The firm submits the progress report including website design, database design for the website, and contents management system, menu structure and features of the website developed. The firm will present the design and developed parts.
 Final Report: The firm will submit final report at the end of 2nd month after successfully development of the website in 3 languages (Pashto, Dari and English). At this stage the firm will arrange presentation of the website code, contents management, search engine code & layout and design of the website and will ensure the system meets IT, security, accessibility, and information privacy. The firm also submits the user manual/ guideline in English and Pashto or Dari languages and delivers a presentation to the support staff and system administrators to perform content upload, system maintenance and administration.
